Every Central Government pensioner must submit an Annual Life Certificate (ALC) each year to continue receiving their pension without interruption. The Department of Pension & Pensioners’ Welfare (DoPPW) has recently released a new Office Memorandum (F. No. 11/1/2025-P&PW(H)-V dated 31st October 2025) simplifying and expanding the options available for submission of Life Certificates.

🗓️ When to Submit the Annual Life Certificate

As per government norms, pensioners are required to submit their Annual Life Certificate in November every year.

However, to make the process easier for very senior pensioners (aged 80 years and above), the government allows them to submit their Life Certificate from 1st October onwards. This early window helps avoid the rush at banks during November.


🧾 Various Methods to Submit Annual Life Certificate

The Government has made multiple offline and online options available for pensioners to submit their Life Certificates. You can choose any method that suits your convenience.


1️⃣ Submission at Bank or Pension Disbursing Authority (PDA)

  • Pensioners can visit their bank branch or PDA in person and submit the Life Certificate manually.
  • If physical presence is not possible, pensioners can submit a form signed by any designated official (such as a gazetted officer, magistrate, or bank officer).

2️⃣ Digital Submission through Jeevan Pramaan Portal

  • Pensioners can submit their Digital Life Certificate (DLC) using the Jeevan Pramaan Portal.

3️⃣ Face Authentication via Mobile App

  • A simpler method is available through the Jeevan Pramaan Face Authentication App, which uses Aadhaar-based technology.

4️⃣ Doorstep Submission through India Post Payments Bank (IPPB)

  • The India Post Payments Bank (IPPB), in collaboration with MeitY, offers Doorstep Service for Digital Life Certificate Submission.
  • Over 1.89 lakh Postmen and Gramin Dak Sevaks are equipped with smartphones and biometric devices to assist pensioners at their doorstep.
