  • Avoid unnecessary direction-issuing and closing of appeals

3. Speaking Order is Mandatory for Every Appeal

Each appeal under CPENGRAMS must be closed with a Speaking Order, which includes:

  • Specific issues raised by the pensioner
  • Reasoning behind the decision

This improves transparency and gives pensioners a clear understanding of why a decision was taken.


4. Regular Review of Pending Appeals

All Ministries, Departments, and Organisations must:

  • Periodically review pending appeals
