RBE No. 117/2025: Mandatory iGOT Karmayogi Courses & Level-2 Assessment for Railway Staff
The Railway Board has issued a major directive under RBE No. 117/2025, bringing a structured and competency-focused approach to capacity building for all Railway personnel. What RBE No. 117/2025 Is About
RBE No. 117/2025 strengthens the implementation of Mission Karmayogi, the National Programme for Civil Services Capacity Building (NPCSCB). iGOT Karmayogi, a digital learning platform, provides continuous training on functional, behavioral, and domain competencies.
Under this latest directive, completing specified online courses every year is now mandatory for all Railway officers and staff, and this progress will be reflected directly in their APARs.
Key Highlights of RBE No. 117/2025
1. Mandatory Annual iGOT Courses for All Railway Personnel
All Railway employees—officers and staff, including those on deputation—must complete the prescribed annual basket of iGOT Karmayogi courses.
Each year, officials must complete at least 50% of the courses assigned by their Ministry/Department (MDO).
2. Level-2 Comprehensive Assessment
A new Comprehensive Level-2 Assessment Framework has been introduced.
Key points include:
- Courses will include at least 3 modules specifically meant for Level-2 standalone assessments.
- Employees must pass these assessments during the reporting year.
- Successful completion will be reflected in Part-2 of the APAR.
3. Integration with SPARROW
The iGOT Karmayogi platform is being integrated with SPARROW, enabling APAR forms to automatically fetch course completion status.
4. Role-Specific Training Plans
Each Railway unit’s MDO must upload a Training Plan for all designations/roles. Once uploaded, the course list will appear under the employee’s “My iGOT” section.
Employees must also update their iGOT profile, ensuring the correct designation and department are reflected.
Implementation Timeline
Effective APAR Cycle
- The initiative becomes effective from APAR reporting year 2025–26
(corresponding to APAR cycle 2026–27).
Phase-1 Coverage
The first phase covers:
- Group ‘A’ Officers
- Gazetted Group ‘B’ Officers
These officers, who fill APARs through SPARROW, must ensure full onboarding and profile updation on the iGOT platform.
Course List to Be Announced
The Railway Board will soon release the final list of courses applicable for the first reporting year (2025–26). Meanwhile, units must ensure 100% onboarding of eligible officers.
Responsibilities of Railway Units Under RBE No. 117/2025
- Ensure complete onboarding of all Group A & B (Gazetted) officers on iGOT.
- Update employee profiles to reflect accurate role/designation.
- Display the mandated courses through Training Plans on the iGOT portal.
- Monitor timely course completion and assessment clearance.
- Ensure compliance with all procedures as mandated by DoPT OM dated 04.07.2025.
