Decentralization of AYUSH IPD Hospital Empanelment Under CGHS
The Ministry of Health & Family Welfare has issued an important update regarding the empanelment process for AYUSH In-Patient Department (IPD) Hospitals under CGHS. As the number of empanelment requests continues to grow across multiple cities, the government has now introduced a decentralized system to make the procedure faster, smoother, and more efficient.
This move aligns with the existing decentralization already in practice for AYUSH Day Care empanelment and aims to strengthen city-level administration for better service delivery.
Why the Empanelment Process Has Been Decentralized
According to the Office Memorandum dated 19 November 2025, the Ministry had earlier delegated several administrative powers to the Additional Director (AYUSH), including authority over empanelment of AYUSH Healthcare Organizations in Delhi/NCR.
With increasing empanelment applications from various cities, decentralization became essential to:
- Speed up the processing of applications
- Reduce administrative delays
- Improve coordination with local AYUSH facilities
- Strengthen uniform implementation across CGHS cities
Transfer of AYUSH IPD Empanelment Files to CGHS City Offices
As part of the new framework, all relevant AYUSH IPD Hospital empanelment files will now be shifted to the Additional Director’s office of the concerned CGHS city.
Hospitals applying for empanelment will be informed when their files are transferred.
However, applications from cities outside Delhi that are already under review at the CGHS (HQ) Ayush Section will continue there until a final decision is taken. Once approved, those files will also be transferred to the respective city offices.
Current Status of AYUSH IPD Hospitals Under CGHS
As of November 2025, a total of 65 AYUSH IPD Hospitals are empanelled under CGHS, including:
- 18 hospitals in Delhi/NCR
- 47 hospitals in other CGHS cities
The expansion of responsibilities to city-level offices is expected to support better monitoring and improved service quality.

To support local-level empanelment, the following documents will be provided to all CGHS city Additional Directors:
- Memorandum of Agreement (MoA)
- Performance Bank Guarantee (PBG) format
- Standard Application Form

These documents ensure that every CGHS city office follows the same rules and standards while evaluating empanelment proposals.
Uniform Implementation Across All CGHS Cities
CGHS city offices have been directed to maintain proper records of all AYUSH IPD Hospitals under their jurisdiction. This uniform approach aims to enhance accountability and ensure that empanelled hospitals meet CGHS-approved standards and guidelines.
This decision has been issued with the approval of the Competent Authority and officially communicated to all Additional Directors across CGHS cities.
