CGHS Issues Important Advisory on Migration to TMS 2.0 and Revised Rates (Effective 13 October 2025)

The Central Government Health Scheme (CGHS) has announced a major digital upgrade to improve transparency, service quality, and beneficiary convenience.
According to a public advisory issued on 12 October 2025, the CGHS will migrate to the NHA’s TMS 2.0 platform and implement revised CGHS rates effective 00:00 hrs on 13 October 2025.

This migration marks a crucial step in modernizing the health-care access system for lakhs of central government employees, pensioners, and their dependents across India.


Key Highlights of the New CGHS Advisory

1. Seamless Transition to Digital Health Platform

The move to TMS 2.0 (NHA platform) ensures smoother claim processing and better coordination between CGHS beneficiaries and empanelled hospitals.
Importantly, no beneficiary will be denied care simply because their referral was issued before 13 October 2025.

Digital CGHS cards—whether downloaded from the CGHS website, the My CGHS 2.0 app, or DigiLocker—will be fully valid for treatment.


2. Mandatory OTP Verification for Claims

Every CGHS pensioner or dependent must ensure that their registered mobile number is up to date.
The new system requires OTP verification during claim submission.
If your number is not updated in the CGHS database, visit your nearest CGHS Wellness Centre to correct it.

In exceptional cases, an attendant’s number may be used for OTP verification, but the hospital must record the attendant’s relation in the TMS portal.


3. Geotagging and Feedback for Better Transparency

All empanelled hospitals have been asked to take a geotagged photograph of the beneficiary at the point of care.
Beneficiaries are also required to submit a feedback form at the time of discharge, confirming whether any payment was collected during admission.

These measures will strengthen monitoring, prevent misuse, and enhance transparency in the Central Government Health Scheme.


4. Revised Billing Rules from 13 October 2025

The new CGHS rates are applicable from 00:00 hrs on 13 October 2025.
Services rendered before this time will continue under the old rates.

If hospitals charge beneficiaries for items not covered under CGHS rules (called inadmissible items), they must issue a separate bill/receipt, and such charges cannot be included in the main claim submitted to CGHS.
Beneficiaries should retain all receipts carefully.


5. Grievance Redressal and Misuse Prevention

Every CGHS-empanelled hospital must maintain a grievance desk with a nodal officer’s contact details prominently displayed.

Beneficiaries should immediately report any suspicious SMS or claim activity to the Office of the Additional Director (AD) City where their card is registered.
Misuse of the CGHS card by any party will invite strict action under applicable rules and laws.
