Comprehensive Guidelines Issued for Improving Pension Grievance Redressal on CPENGRAMS

The Department of Pension & Pensioners’ Welfare (DoPPW) has released fresh and detailed guidelines to ensure faster, transparent, and more meaningful disposal of pension-related grievances on the CPENGRAMS portal. Issued on 30 October 2025, the new Office Memorandum aims to enhance the quality of grievance redressal and improve the overall experience of Central Government pensioners.

CPENGRAMS (Centralized Pension Grievances Redress and Monitoring System) is the dedicated online platform for Central Government pensioners to file, track, and resolve their pension-related issues. 1. Qualitative Redressal: Ensuring Accuracy and Transparency

The guidelines highlight that improving quality is just as important as resolving grievances quickly. Key points include:

i. No Closure of Monetary Grievances Without Actual Payment

If a grievance involves payment—arrears, revised pension, DA difference, etc.—it cannot be marked as closed until the payment is actually made.

  • Proof of payment must be uploaded.
  • A calculation sheet should also be attached wherever required to maintain full transparency.

ii. Requesting Documents From Pensioners

If more documents or details are needed from the pensioner, the request must be made through:

  • CPENGRAMS portal, or
  • Email or post

  • A clear timeline must be given to the pensioner for providing details.
  • A copy of the communication asking for documents must be uploaded on the portal.
  • Closure should be done only after giving reasonable time for compliance.

iii. Coordination Between Multiple Offices

Pension grievances often involve several departments such as PAOs, Heads of Office, Banks, and DoPPW.

  • If another office needs to act, the grievance must be forwarded on the portal as well as through the physical file.
  • If direct routing is not available on the portal, the case must be returned to DoPPW for onward transmission.

iv. Offices Not Mapped on CPENGRAMS

If an office involved in the process is not available on the portal:

  • A physical copy of the reference sent to that office must be uploaded for tracking.
  • Copies of reminders must also be uploaded to maintain accountability and transparency.

2. Expeditious Redressal: Faster Resolution Through Better Processes

The OM stresses that delays often occur due to repeated internal communication or seeking incomplete details. To avoid delays:

i. Avoid Repeated or Irrelevant Queries

Departments must follow the existing SOPs and Checklists strictly.

  • Avoid asking for unnecessary information.
  • Avoid fragmentary (piece-meal) queries.
    This will help reduce unnecessary movement of files between organizations.

ii. Strict Monitoring by Nodal Officers

CPENGRAMS provides real-time movement status of grievances.

  • Nodal officers must ensure that grievances are not parked for long durations with any specific Grievance Redressal Officer (GRO).
  • Regular monitoring should be done to prevent delays.
