However, many users have recently reported challenges while applying DSC in the GIFMIS system.

To resolve these issues, the Controller General of Accounts (CGA) has released updated GIFMIS DSC Issue Guidelines, introducing an enhanced DSC application utility. All users are advised to install the revised Windows DSC Utility by following the steps given below.

Several Government Treasury users experienced system errors and application failures while applying DSC on payment files. These disruptions directly affected bill processing, approval workflows, and final payments.
To ensure smoother functioning, the DSC application has now been upgraded with improved compatibility and stability.


Step-by-Step GIFMIS DSC Issue Fix

Below are the official steps to uninstall the old utility and install the revised version:

1. Uninstall Previously Installed DSC Application

Before installing the new version, users must remove the older DSC application.

  • Go to Control Panel
  • Open Programs and Features
  • Locate the installed Digital Signature Certificate application
  • Right-click → Uninstall

This ensures the system is ready for the updated utility.


2. Install the Latest GIFMIS Windows DSC Utility

Once the old version is removed, follow these steps to install the enhanced DSC application:

  1. Log in to GIFMIS
  2. Navigate to Masters → DSC Management
  3. Click on Enroll DSC Win App
  4. Select the hyperlink “Download Window DSC Application”
  5. Open the downloaded DSC Utility file
  6. Run “PFMS DSC Setup” to complete the installation

After installing, users should be able to apply Digital Signatures on PFMS/GIFMIS seamlessly.
