New PFMS Feature: Digital Signing of Multiple Documents in One Go
The Public Financial Management System (PFMS) has introduced a powerful new feature to make e-bill processing faster, simpler, and more efficient. As per the Office Memorandum dated 11 November 2025, users can now digitally sign multiple documents at once in the e-bill workflow. This update is expected to save significant time for DDOs, DHs, AAOs, and PAOs working daily on PFMS.
What Has Changed in PFMS?
Earlier, users were required to digitally sign each document individually through the menu path “eSanction > Manage eSanction”. This was time-consuming, especially when handling large volumes of eBill Pass Orders and Return Orders.
With the new enhancement, PFMS now allows:
✔ Digital signing of multiple eBill Pass Orders
✔ Digital signing of multiple Return Orders / Return Memos
✔ Processing all selected documents in one go
This feature is designed to improve user convenience and reduce repetitive administrative tasks.
Where to Access the New Feature?
The new multi-signing functionality is available under a separate menu:
eSanction > Multiple Signing
Users can simply select all required documents and apply their digital signature in a single action. This works alongside the existing method, giving users the flexibility to choose the most convenient workflow.
Why This Update Matters
The Controller General of Accounts (CGA) has introduced this enhancement to:
- Improve efficiency in PFMS e-bill operations
- Reduce the manual burden on DDOs, DHs, AAOs, and PAOs
- Speed up approval and return processes
- Ensure smoother digital workflow management across Ministries and Departments
A user guide/handout has also been circulated to help users understand the new feature and start using it immediately.
Instructions to Ministries/Departments
All Pr. CCAs, CCAs, and CAs (I/C) have been advised to widely publicize this new PFMS capability and ensure that field users are well informed and trained.
