Railway Board Extends Retention of Railway Accommodation for Officers on Deputation to IRCON & RVNL till 31 March 2026

The Railway Board has issued a new order — RBE No. 111/2025, dated 23 October 2025, allowing Railway officers and staff deputed to IRCON and RVNL to retain their railway accommodation at their previous place of posting up to 31 March 2026.

This decision extends the earlier permission granted under Board’s letter dated 10 April 2024, which had allowed retention up to 31 March 2025 for employees on deputation to Railway PSUs such as KMRCL, RailTel, KRCL, IRCTC, IRCON, RVNL, and MRVC.


Background

In April 2024, the Railway Board had permitted officers and staff posted on deputation to various Railway Public Sector Undertakings (PSUs) to retain their railway quarters up to 31 March 2025.
However, IRCON (Indian Railway Construction Company Limited) and RVNL (Rail Vikas Nigam Limited) later requested an extension of this facility, citing administrative and operational requirements.

After considering these requests and exercising its discretionary powers to relax rules in the public interest, the Full Board has now approved the extension for one more year — till 31 March 2026.


Who Is Eligible for Retention till 31 March 2026

The relaxation applies to:

  • Railway officers and staff on deputation to IRCON and RVNL, and
  • Who are occupying railway accommodation outside Delhi/NCR.

These employees can continue to retain their railway accommodation under the existing terms and conditions mentioned in the earlier Railway Board letter dated 10.04.2024.


Key Conditions for Retention

The order specifies the following financial and administrative conditions for the extended retention period:

1. Leased Accommodation Arrangement

  • The concerned PSUs (IRCON and RVNL) must provide leased accommodation to Railway officers according to their priority list and grade entitlement.
  • If such leased accommodation is not utilized by the Railways, the PSU must deposit an amount equivalent to either the leased accommodation rent or the officer’s HRA — whichever is higher — with the concerned Zonal Railway.

2. Financial Responsibility of PSUs

  • IRCON and RVNL are responsible for ensuring that the amount equivalent to the leased accommodation or HRA (including arrears) of the officer retaining the accommodation is deposited with the concerned Zonal Railway.
  • This ensures that the Railways are not financially burdened by the retention.

Finance Directorate Approval

This order has been issued with the concurrence of the Finance Directorate of the Ministry of Railways, ensuring compliance with financial norms and transparency.
