RBE No. 122/2025: New Guidelines for Group ‘B’ Promotion to Senior Public Prosecutor in Indian Railways

The Railway Board has issued a new office memorandum under RBE No. 122/2025, introducing an important change in how selections are conducted for promotion to the Group ‘B’ post of Senior Public Prosecutor (Sr. PP). This update simplifies the process of setting question papers and evaluating answer sheets for departmental selections and LDCEs.

The instructions modify earlier guidelines issued through Board’s letters dated 19.03.2019, 20.07.2020, 13.12.2021, and 12.04.2024. With this new decision, Railways now have more flexibility in nominating qualified officers for the examination process.


What RBE No. 122/2025 Specifies

According to the latest Railway Board order, the authority for preparing question papers and evaluating answer sheets for Group ‘B’ promotion to Senior Public Prosecutor will now be assigned to:

An HAG/SAG Officer With a Law Background

  • The nominated officer may belong to any department of the Railway or Production Unit.
  • The officer can be from the same Railway/PU or another Railway/PU.
  • The nomination must be made by the General Manager of the concerned Railway/PU.
  • If the officer is from another Railway/PU, the General Manager should make the nomination in consultation with the GM of that Railway/PU.

This new provision ensures that the selection process is conducted by a senior and legally competent officer, improving transparency and maintaining examination standards.


Why This Change Matters

The role of Senior Public Prosecutor requires strong legal expertise, and the quality of the selection process depends heavily on the fairness and accuracy of question paper setting and evaluation.

Under RBE No. 122/2025, Railways gain:

1. Enhanced Flexibility

Railways are no longer confined to selecting officers within a single department or zone. They can now choose the most suitable senior officer with a law background from across Indian Railways.

2. Improved Examination Quality

With senior HAG/SAG-level officers involved, the question papers and answer evaluations are expected to maintain high professional and legal standards.

3. Streamlined Administrative Process

The clarification also resolves the query raised by Southern Railway through its reference dated 22.10.2025, ensuring consistent implementation across all zones.


Applicability and Implementation

This order applies to all Indian Railways and Production Units, and personnel departments (PCPOs/Dy. CPOs) are required to adopt the updated guidelines immediately for all future selections to the post of Senior Public Prosecutor (Group ‘B’).

The directive was issued by Smt. Arti Singh Lal, Joint Director/Estt. (GP), Railway Board, on 05 December 2025.
