Revised Guidelines for Special Wing Operations in RPF: Railway Board Issues New Amendment

The Railway Board has issued an important amendment to the RPF Establishment Manual-2019, specifically under Revised Chapter-X, which deals with the Operation of the Special Wing (SW). This new order, dated 30 October 2025, updates the eligibility criteria for screening candidates for vacancies in the Special Wing of the Railway Protection Force.

The amendment has been approved by the Director General/RPF and replaces the earlier provisions circulated through letters dated 16.12.2022 and 23.12.2024.

What Has Changed in the RPF Special Wing Eligibility?

The Railway Board has officially revised sub-para 8.1(a)(i) of Para-8 in Chapter-X. The change focuses on the minimum service requirement for RPF personnel to be considered for Special Wing vacancies.

Earlier Rule

Previously, the minimum service length required was:

  • 5 years of service after completion of Initial Training, specifically for direct recruits in the rank of Constable or Sub-Inspector.

New Amended Rule

The updated eligibility condition now states:

  • 5 years of working experience in any RPF Post or Out-Post is mandatory for screening into the Special Wing.

This means that the requirement is no longer linked to “years after initial training” but instead emphasizes active field experience within RPF posts.

Why This Amendment Matters

This new provision is expected to bring more fairness and operational efficiency within the RPF. The focus on practical experience in posts and out-posts ensures that personnel shortlisted for the Special Wing possess hands-on exposure to ground-level duties, security operations, and real-time challenges faced by the force.

Key Benefits of the New Rule

  • Encourages experienced field personnel to come forward for Special Wing roles
  • Aligns the screening process with operational demands
  • Ensures consistency across all zones, including Metro Railway Kolkata, RPSF, KRCL, and Production Units
  • Enhances the overall quality and preparedness of the Special Wing

Official Communication and Compliance

The amendment has been circulated to all Principal Chief Security Commissioners across Zonal Railways, RPSF, KRCL, Production Units, and training institutions such as:

  • JR RPF Academy, Lucknow
  • RPF ZTI/Kharagpur
  • DIG/RDSO

The communication, signed by DIG/Establishment Sarika Mohan, instructs all concerned authorities to take necessary action and update official records and websites accordingly.

Conclusion

The new amendment to the RPF Establishment Manual marks a significant step in refining the eligibility standards for the Special Wing. By emphasizing practical service experience, the Railway Board aims to strengthen the operational capabilities of the RPF and enhance overall security across the Indian Railways network.
