North Western Railway had written to the Railway Board seeking clarity on whether the 30% pay element—normally admissible to Running Staff—should be included while fixing their pay when they are posted to a stationary post in the Head Office on a temporary or tenure basis.
Running Staff such as Loco Pilots, Guards, and Assistant Loco Pilots receive a special Running Allowance, and while fixing their pay in stationary posts, the question often arises whether this 30% pay element continues.

The Railway Board examined the matter carefully in light of existing rules and policy provisions. The key point under discussion was Para 924(i)(d) of the relevant policy, which has a very broad interpretation.

- The 30% pay element is NOT admissible for Running Staff when they are posted to a Head Office stationary post on tenure basis.
- The view taken by North Western Railway in not allowing the 30% pay element in such cases is correct and in order.
